The change of address on a registration certificate must be declared within one month after a move. Norauto, as a professional authorized to access the Vehicle Registration System (SIV), can enter this modification on behalf of the holder. However, the certificate is still issued by the ANTS, not by the auto center.

Authorized SIV professional: what Norauto can and cannot do

Norauto acts as a intermediary authorized by the prefecture to transmit registration operations to the SIV. Specifically, an advisor enters the address change request into the national system, verifies the documents, and initiates the procedure.

The issuance of the new registration certificate (or address label) remains the responsibility of the National Printing Office via the ANTS. Norauto does not manufacture or print the gray card. The document arrives by mail at the holder’s home, just like a request made on the ANTS website.

This distinction has a direct consequence: the receipt time does not depend on the auto center. Going through a change of address for the gray card at Norauto speeds up the entry of the file but not the production of the document. In the meantime, a temporary registration certificate (CPI) allows for legal circulation for one month.

Old FNI format and transition to SIV: an additional cost to anticipate

Vehicles still registered under the old FNI system (plates in the format 123 ABC 75) are subject to a rule that is often overlooked. Any first declaration of an address change on this type of registration triggers an automatic transition to the SIV format (AA-123-AA).

This transition requires physically changing the vehicle’s license plates. The total cost of the operation at Norauto then includes several items:

  • Processing fees charged by the auto center for entering the request into the SIV
  • The purchase of new plates in the SIV format, available on-site at most Norauto centers
  • The installation of the plates, offered as an additional service, which avoids having to handle the rivets oneself

For a vehicle already in the SIV format, the address change is free up to the third change. The fourth change incurs a fee of 2.76 euros. Norauto’s service fees are added in all cases to these state taxes.

Documents required for the gray card address change

The list of supporting documents varies depending on the vehicle’s registration format. For an SIV plate, access to FranceConnect or the confidential code included in the letter accompanying the gray card is required.

For an old FNI registration, the date of issue of the gray card and the holder’s date of birth replace the confidential code. The Norauto advisor needs this information to complete the entry.

In both cases, a recent proof of residence is required. The documents to gather before going to the center are:

  • The original registration certificate (or its copy in case of loss, in which case a duplicate will be necessary)
  • A proof of residence less than six months old (utility bill, tax notice, rent receipt)
  • A valid identification document
  • The confidential code of the gray card for vehicles in the SIV format

If the gray card was lost during the move, the request for a duplicate must be made before the address change. Norauto can process both procedures simultaneously, but the cost of the duplicate is added to that of the address change.

Fine for unupdated address: amount and concrete cases

Failure to declare a change of address within one month following a move exposes one to a fourth-class fine. The fixed amount of this fine is 135 euros.

The risk is not limited to a roadside check. Any infraction detected by an automatic radar generates a notice sent to the address listed on the registration certificate. If this address is outdated, the notice is never received, the deadlines for contesting expire, and the fine is increased without the holder being informed.

Quickly regularizing the address also protects in terms of insurance. A claim reported with an address different from that on the registration certificate can complicate the processing of the file with the insurer, even if it does not constitute a reason for refusal of coverage in itself.

A visit to Norauto typically takes a few tens of minutes, between document verification and entry. The CPI issued while waiting for the final certificate covers the month of legal circulation, which avoids any non-compliance situation during the processing of the file by the ANTS.
